Can We Make Large Facilities with Global Collaborations?

Abstract: High level global talks, intended to launch construction of a high energy particle accelerator, have gone on continuously since 1958, and under the auspices of the International Union of Pure and Applied Physics since 1975. Several other projects of this class have been long underway and ITER, the Tokomak project is underway. I will review this history, with emphasis on the parts I have been involved in, especially the International Linear Collider, without dipping into the details, since the talk is intended to be of general interest.
